The average cost of refilling a 12.5kg cooking gas cylinder surged by 9.82%, from ₦18,456.24 in March 2025 to ₦20,268.06 in April 2025, according to the latest data from the National Bureau of Statistics (NBS) in its Liquefied Petroleum Gas (Cooking Gas) Price Watch report.

Year-on-year, the price climbed by 29.61%, compared to ₦15,637.74 in April 2024.

Among Nigeria’s 36 states, Imo State recorded the highest average retail price for LPG in April 2025 at ₦22,938.73, followed closely by Delta and Rivers states. In contrast, Kebbi, Nasarawa, and Kwara states had the lowest average prices.

Top 10 Nigerian States with the Highest Cooking Gas Prices (12.5kg LPG) – April 2025

10. Enugu – ₦20,990.52

Enugu ranked 10th with an average LPG price of ₦20,990.52 in April 2025, up 11.94% from ₦18,750.91 in March. Compared to April 2024 (₦14,117.65), the year-on-year increase stands at 48.68%.

Governor Peter Mbah partnered with gas marketers to offer occasional discounts but no sustained efforts to regulate prices are evident.

9. Anambra – ₦20,994.63

Anambra’s LPG price rose to ₦20,994.63, marking a 14.85% month-on-month jump from ₦18,280.68. Year-on-year, the price rose 22.47% from ₦17,142.86.

Although long-term relief is limited, a 600MMSCFD gas pipeline project is in the works through a partnership between the state, Nigeria Gas Infrastructure Company, and FRADRO Gas and Power Ltd.

8. Bayelsa – ₦21,476.51

Bayelsa saw prices rise to ₦21,476.51, up 10.28% from ₦19,475 in March 2025, and 26.48% higher than April 2024’s ₦16,975.

Governor Douye Diri cited limitations imposed by the Petroleum Industry Act (PIA), which he says gives states liabilities without responsibilities.

7. Akwa Ibom – ₦21,638.98

Akwa Ibom posted an LPG price of ₦21,638.98 in April 2025, reflecting a 4.92% monthly increase from ₦20,623.80 and a 28.89% yearly increase from ₦16,788.89.

The Akwa Ibom Government, Governor Umo Eno is exploring investments in gas infrastructure. However, safety concerns persist. The NMDPRA warned retailers against decanting; a hazardous LPG transfer method.

6. Kano – ₦21,799.90

The most populous northern state, Kano, averaged ₦21,799.90 in April 2025, up 9.69% from March and 36.13% from April 2024.

The state assembly is working on legislation to regulate cooking gas sales following reports of unregulated LPG outlets in residential areas.

5. Taraba – ₦22,010.27

Taraba, the only North-East state on the list, recorded ₦22,010.27 in April 2025—9.28% higher than March’s ₦20,141.88 and 35.87% above April 2024’s ₦16,200.

In Taraba State, no specific state-level intervention has been noted regarding gas pricing.

4. Ebonyi – ₦22,168.09

Ebonyi’s LPG price rose 11.56% from ₦19,870.33 in March to ₦22,168.09 in April 2025. Compared to ₦16,500 in April 2024, that’s a 34.35% increase.

The government has focused on safety enforcement, sealing illegal gas plants and training over 150 gas retailers on fire safety.

3. Rivers – ₦22,759.56

Rivers ranked third with ₦22,759.56, a 40.02% year-on-year increase from ₦16,255 and up from ₦20,964.79 in March.

Ongoing instability in the state has limited government focus on LPG pricing.

2. Delta – ₦22,831.70

Delta recorded a 13.94% month-on-month hike from ₦20,038.26 in March and a 43.40% rise from ₦15,921.43 in April 2024.

Regulators recently shut down 19 illegal LPG outlets in the state, particularly Category D operators known for unsafe refilling practices.

1. Imo – ₦22,938.73

Imo holds the highest LPG retail price in Nigeria, with a monthly increase of 14.87% from ₦19,970.13 in March and a 42.04% year-on-year rise from ₦16,150.

In May 2025, Governor Hope Uzodimma announced a partnership with ANOH Gas Processing Company Ltd (AGPC) to increase gas production capacity in the state.

Conclusion

LPG prices across Nigeria continue to rise, with southern states dominating the top 10 list. While a few state governments are taking steps to boost gas infrastructure and safety, limited efforts to reduce prices or subsidise costs for consumers remain a critical concern.
