Cross River State Governor, Bassey Otu, has signed into law the 2025 Supplementary Appropriation Bill, injecting an additional ₦104 billion into the state’s budget. This raises the total fiscal outlay for 2025 from ₦538 billion to ₦642 billion.
The signing ceremony, held on Thursday at the State Executive Chambers in the Governor’s Office, Calabar, was described by Otu as a “strategic and deliberate intervention” to address evolving macroeconomic realities and capitalise on emerging investment opportunities in priority sectors.
According to the governor, the supplementary funds will be channelled into completing key infrastructure projects, enhancing agricultural value chains, improving healthcare and education, strengthening security, and creating jobs through targeted investments.
“This supplementary appropriation will reposition our state for accelerated growth. Every kobo will be spent prudently for the benefit of all Cross Riverians,” Otu assured.
The governor expressed gratitude to the State House of Assembly for the speedy passage of the bill.
Alongside the appropriation bill, Otu also assented to three other laws:
- Cross River State Counterpart Funds (Amendment) Law 2025 – updating donor fund management structures.
- Cross River State Roads Funds Law 2025, establishing a dedicated fund for rural and semi-urban road development.
- Cross River State Electricity Law 2025; creating a legal framework for state-level power generation and distribution following constitutional amendments.
Speaker of the House, Elvert Ayambem, said the supplementary budget complies with constitutional provisions and prioritises critical sectors such as administration, economic development, healthcare, justice, regional integration, and social services. He commended Governor Otu’s fiscal discipline and pledged continued legislative support to advance the administration’s vision.
