Kaberuka was born in Byumba, Rwanda, on October 5, 1951. 

She received her PhD in Economics from the University of Glasgow and her master’s degree in development economics from the University of East Anglia.

Kaberuka’s career started in Rwanda, where he served as Minister of Finance and Economic Planning from 1997 to 2005 and was instrumental in the country’s economic recovery. 

Significant reforms that improved the bank’s operating effectiveness, boosted its capital base, and broadened its developmental initiatives throughout Africa were hallmarks of his strategic leadership at the AfDB. 

Donald Kaberuka played a crucial role in the global financial crisis by initiating measures to lessen its effects on African economies.
