As artificial intelligence (AI) continues to revolutionize industries, several U.S. states are emerging as top destinations for AI innovation, investment, and job creation; offering vast opportunities for both American citizens and foreign professionals. From Silicon Valley’s tech dominance to East Coast academic hubs, the race to lead in AI development is well underway.

According to Russell Wald, Deputy Director of the Stanford Institute for Human-Centered Artificial Intelligence, the latest rankings draw from the 2024 Stanford AI Index Report, enriched with data from:

  • The U.S. Department of Labor on STEM employment,
  • Top500.org for computing power benchmarks, and
  • The National Conference of State Legislatures for regulatory advancements.

These states were selected based on a mix of AI job postings, legislation, computing infrastructure, and STEM workforce potential.

Here are the 10 leading U.S. states for AI-related job prospects in 2025:

1. California

Unsurprisingly, California leads the AI race. With tech giants like Google, Meta, Nvidia, and research powerhouses like Stanford and UC Berkeley, the state continues to dominate in innovation and talent.

Governor Gavin Newsom’s recent executive order reaffirms California’s commitment to staying ahead through strong computing infrastructure and proactive policies; despite industry debates over regulation.

2. Washington

Washington is a core tech hub thanks to Microsoft and Amazon, two of the most influential AI players globally. The state has developed over 20 AI models and enacted laws to govern technologies like deepfakes. A new AI task force is in place to guide future regulations, reflecting its leadership in ethical AI development.

3. Maryland

Maryland is making significant strides in AI governance and innovation. The state restricted AI use in recruitment early on and is crafting a comprehensive AI strategy under Governor Wes Moore. The ARCH Center at Johns Hopkins University hosts one of the world’s most powerful supercomputers, bolstering Maryland’s AI research capabilities.

4. Virginia

With six AI-related bills passed and a robust education system fueling a skilled workforce, Virginia is gaining ground. Governor Glenn Youngkin introduced an executive order outlining AI use in sectors like education and law enforcement. The state is blending innovation with structured policy to foster responsible AI deployment.

5. Texas

Texas combines a booming semiconductor sector with a hands-off regulatory approach. This has attracted major investments in AI and chip production. House Speaker Dade Phelan recently established a committee to prepare for the next legislative session on AI, underscoring the state’s growing interest in tech governance.

6. Massachusetts

AI is central to Massachusetts’ MassVision2050 initiative, with strong momentum in fintech, biotech, and healthcare. The state balances innovation with ethics, aiming to safeguard consumers from harmful AI practices while encouraging responsible advancement. AI job growth here is accelerating quickly.

7. Illinois

Illinois is home to the Argonne National Laboratory, which houses four of the globe’s most powerful supercomputers. The state has also pioneered AI policy by regulating video-recorded job interviews and other AI-related recruitment processes—positioning itself as both a research and ethical AI leader.

8. Colorado

Colorado’s AI Act mandates transparency in algorithm use and prohibits algorithmic discrimination. While Governor Jared Polis acknowledged concerns about overregulation, the law allows for adjustments as the technology evolves—placing Colorado at the forefront of AI legislation that protects consumers.

9. New York

New York is betting big on AI. The Empire AI initiative and new state funding for a computing center at the University of Buffalo are fueling AI research and development. The state’s growing semiconductor ecosystem is also helping to lay the groundwork for long-term success in AI innovation.

10. Utah

Utah is rapidly becoming a tech hotspot, thanks to its strong STEM workforce and forward-thinking AI policies. Governor Spencer Cox signed the Utah Artificial Intelligence Policy Act, requiring companies to disclose when generative AI is involved in interactions with consumers—a landmark move in AI transparency.
