The U.S. Department of Justice (DOJ) has indicted Olatunbosun Osukoya, a 67-year-old Nigerian resident of Plano, Texas, in connection with a massive $14.6 billion healthcare fraud case, one of the largest in American history.
Osukoya, the owner of Ayo Biometrics, LLC (operating as Cambridge Diagnostics), is among 324 individuals charged in the DOJ’s 2025 National Health Care Fraud Takedown, which spans 50 federal districts and includes 96 licensed medical professionals.
Allegations Against Osukoya
- Fraudulent Claims: Over $25 million submitted to Medicare, TRICARE, and other insurers for unnecessary EEG tests
- Kickbacks: Allegedly paid $450,000+ in bribes to physicians and others to refer patients
- Falsified Records: Misrepresented payments as loans, directorships, and consultancy fees to conceal the fraud
- Insurance Targeting: Sought out patients with premium insurance plans to maximize billing
The DOJ stated:
“Osukoya exploited patients and taxpayers through a sophisticated network of bribes, false diagnoses, and fraudulent billing.”
Cambridge Diagnostics reportedly received over $5 million in reimbursements tied to the scheme.
DOJ’s Largest Healthcare Fraud Takedown
This year’s takedown is part of a broader crackdown on medical billing fraud, with U.S. authorities warning that such schemes threaten the sustainability of public health programs.
“The Department remains committed to aggressively pursuing those who exploit the healthcare system for personal gain,” DOJ officials noted.

In a separate case, another Nigerian, Newton Ofioritse Jemide, was sentenced to three years and five months in prison for fraudulently obtaining $8 million in U.S. disaster relief grants. Jemide, who was extradited from France, was convicted in a Maryland court for stealing aid meant for vulnerable Americans.
These indictments underscore growing international scrutiny on financial and healthcare crimes involving foreign nationals and reinforce the DOJ’s commitment to protecting U.S. taxpayer funds.
