(born August 25, 1969) is a Nigerian professor of agricultural engineering and the current Governor of Borno State since May 29, 2019, representing the All Progressives Congress (APC). Before entering politics, he rose through academia earning a B.Eng from the University of Maiduguri, an M.Sc from the University of Ibadan, and a Ph.D. in Soil and Water Engineering serving as lecturer, deputy dean, acting dean, and ultimately professor.

He later led Ramat Polytechnic as rector and was appointed Commissioner for Reconstruction, Rehabilitation and Resettlement (2015–2019), managing massive rebuilding efforts after Boko Haram devastation. As governor, Zulum has earned acclaim for his humanitarian, hands-on leadership implementing hundreds of infrastructure and resettlement projects, signing key social protection legislation such as the Child Protection Bill, and surviving several Boko Haram attacks while personally overseeing rural clinics and school.
